Pi Car-B Mars Rover

I had a few question about the software installation of the Adeept Pi Car-B Mars Rover. I have already assembled the car and installed the software into the SD Card and put it into the rover.

When I turn the switch, I see a solid red light and a blinking green light (which eventually turns off). After that, I downloaded a network scanner and looked for the IP address to put into PuTTy, but all the addresses are invalid. I tried them all, it always responds with 'Network error: connection refused'.


I had a couple questions on these problems:
1) What do the lights mean?
2) How do I find and put in the IP address and insert it into the PuTTy?

It may be because the SSH service is not turned on. Connect the Raspberry Pi to the mouse, keyboard and monitor, turn on the SSH service, and check the Raspberry Pi IP address in the upper right corner
