rover network issue

Hello,I am using mars rover pi-car b.
I have some issue when I use battery the raspberry pi does not get IP from dhcp router.
But first time I tried it worked fine . The next day it did not work.
When I power the pi with usb it is working fine getting IP etc.
With batteries the pi shows the power light (green) on , though but no IP lease seen on the home router.

The battery is same as stated in pdf , 18650 battery

Is it a voltage regulator issue since batteries are 3.7 V and I believe 5V required for pi to work?

The reason for this phenomenon may be: insufficient battery power, It is recommended to select a high rate discharge 18650 battery or the maximum output current of the battery is at least 4A.
