HELP!!! Run the Rasptank error

Im in need of help getting the Rasptank to connect to my PC.  This is for a school project and I am as green as you could be to python, rasptank, and Raspberry piI have sucessfully installed the Raspberry PI program and completed the assembly of the robot.  

I am at section 3.4 setting up the Rasptank.  The red LED lights are on and the servos all inatialize.  
When I double click the "client.py" file, a black window appears briefly then goes away.  The window shown in the manual does not appear.  Can someone help me figure out where i went wrong?  What folder should the client.py file be in?

Installed:

• python-3.7.0-amd64.exe
• intstalled numpy
• installed opencv_python: opencv_python-4.1.2-cp37-cp37m-win_amd64.whl
• installed zmq & pybase64

Please at the same time press win + r, enter cmd, then enter, use the cd command in the windows terminal to browse to the directory where client.py is located.

My car's light turned from Red to Green. I had connected to it via Putty.  

Can't locate client.py

The instruction are so vague,  This is really a pain!
