That depends on the type of batteries your Mars Rover is using and how the onboard power system is wired. Most kits that run on Li-ion or Li-Po batteries require a dedicated charger, unless the rover includes a built-in charging circuit designed for USB charging. If it only has a simple battery holder, then plugging in USB power will not charge the batteries—you’d need to remove them and use an external charger.
